The usual quote for a custom tool is a number most organizations cannot sign. So we do not send one. We scope the app with you, agree a contract length, and split the whole cost into a fixed monthly amount with support included for the full term. At the end of it, the app is yours outright.
Scoping takes a couple of conversations. You get a written scope, a monthly figure and a delivery date before anything begins.
